More than 100 recommendations on Domestic Violence against women, addressed to public and private entities, are now evident in the Study and the Policy Paper on “Violência Doméstica Contras as Mulheres na Região Autónoma da Madeira” whose edition is by AIDGLOBAL and the Centre for Research in Education of the University of Madeira.
The study aimed to understand how regional and local public policies in the Autonomous Region of Madeira (RAM) are effective in preventing and combating domestic violence against women. It also intended to understand how these policies are configured as effective recommendations for changing/improving public policies and increasing awareness of this issue.
In this sense, 22 people were interviewed (eleven heads of municipalities, six of the victim support structures, five victims of domestic violence) and four entities of the Rede Regional Contra a Violência Doméstica. The news published between 2021 and 2022 in a regional newspaper, which contained the expression “domestic violence”, were also analyzed.
This study shows that, despite the path taken and the achievements accomplished in R.A.M., especially since 2009, with the design and implementation of the I Plano Regional Contra a Violência Doméstica (PRCVD) there is still a need to implement and/or improve social responses to prevent and combat domestic violence, both at regional and local levels. From the results obtained, there is a need to increase social responses, with regard to structures, training, victim empowerment, human resources and financial resources, among others. Research shows that it is important to continue to strengthen the capacity of entities to complement their actions, linking together the different interventions, so that they do not overlap or waste resources, in order to combat this phenomenon.
In this context, recommendations have been made to various sectors/entities with a view to preventing and combating this scourge that jeopardises the dignity of the human person and life in society. These indications were compiled in a Policy Paper, and addressed to different national, regional and local entities, namely human resources, financing, infrastructure, monitoring and evaluation, prevention and education, communication and also support for victims, aggressors and households. The guiding document presents more specific proposals for action to the municipalities, to the Department of Family, Childhood and Youth Support of the Social Security Institute of Madeira, to the Victim Support Structures, the Regional Network Against Domestic Violence, the Regional Secretariat for Health and Civil Protection, the PSP, the Employment Institute of Madeira, the media of RAM, the University of Madeira and its researchers, the Commission for Citizenship and Gender Equality (CIG) and also to different NGOs and labor entities in the private sector.
These documents are expected to contribute to improved policies and action on domestic violence against women.
